Global iceRoot so it can be used
Escape apostrophe's in $fileName on upload
Establish $srcDir and $tgtDir and only consider moving if $srcDir !=
$tgtDir and $fileLoc != ""
$fileOrFolder now established on moving and passed as param to
updateFileManagerList
