Updates to a higher version of CLDR would require a change in the plural rule parser
because the pural rule format has changed in CLDR24.
This adds a huge amount of new locales and data inside the locales.
Many files also got updates with small changes/fixes.

ensure build autoload has the same output on windows and unix

- make sure `build autoload` produces the same output on both Windows and Unix platforms (findFiles() turns out to produce a mix of \ and / delimited paths which corrupts the sort order on Windows)
- run `build autoload` to verify that the patch works.
