* fix(suite): remove immer with Object.freeze from guideReducer as it contains 'react' structure

1e503eb178 chore(message-system): delete packages/message-system completely 
- Move all message-system logic to suite-common to prepare for sharing local signed config with suite-native.
- Everything on one place helps deduplicate VERSION and JWS_SIGN_ALGORITHM constants.
- Cleaning of unused constants.

9fe605d545 chore: Fail early on missing static files 
If some of the explicitly required static files are missing the
`copy-static-files` job logs that as error but doesn't fail.

Make it fail loudly to catch missing files as early as possible.
Extend the global README with command to generate message system config
signature which is now required for `copy-static-files` to succeed.
