Net_IDNA2 is not compatible, and Intl is a bundled ext since PHP 5.3.
Fixed some regressions.

Fixes composer dependencies: Package phpunit/phpunit-mock-objects is abandoned
We cannot support v8 yet because of errors like:
Declaration of MailFunc::setUp() must be compatible with PHPUnit\Framework\TestCase::setUp(): void
It would require dropping PHP < 7.1 support.

- Fix setting task name according to auth state. So, any action before user
...
is authenticated is assigned to 'login' task instead of 'mail'. Now binding
plugins to 'login' task is possible and realy usefull. It's also possible
to bind to all tasks excluding 'login'.
