* Add Docker socket mount to deb-% target for Docker cp extraction
This fixes builds that are using Docker in their extract_command:
Zcash, Base (+ archive), Base Op-Node (+ archive),
Arbitrum (+ archive), Arbitrum Nova (+ archive)
* Fix basename error in Makefile template when BinaryURL is empty
